Full Description:

Permission is sought at 0.384 hectare site located at the existing (vacant) Montrose Hotel. The proposed development comprises of the change of use from hotel to student accommodation of the first, second, third and part of the ground floor of the existing (vacant) Montrose Hotel and permission for the addition of 1 No. part set back storey to the front of the existing building to provide a total of 190 No. student accommodation units arranged in 26 No. clustered groupings of up to 8 No. ensuite study bedrooms to include shared kitchen/living/dining areas. The development also includes the provision of communal facilities such as an entrance lobby, a reception area, a seminar room, and a laundry room at ground floor. A 2 No. bedroom staff apartment providing 4 No. bed spaces is provided at fourth floor level. Permission is also sought for the secondary use of the property for short-term visitor let during the summer months. The total gross floor area of the building, including the new storey, will be 7,048.83 sq.m. The total height of the proposed development will be five storeys, including the one additional set-back storey. The development includes all internal alterations, external alterations including the provision of 2 No. fire escapes to the rear (north-east) elevation of the existing building, a new entrance at the south-eastern corner of the existing building at ground floor level, a new party wall at ground floor level to provide for the sub-division of the ground floor, the provision of an open space/amenity area to the north of the existing building, hard and soft landscaping, a refuse storage area, 15 No. car parking spaces, 35 No. bicycle parking spaces, and all associated and ancillary site development works, including the demolition of existing structures to the rear of the building and at the existing roof level. The site is accessed from an existing access on Stillorgan Road.

Parking on N11 between Belfield flyover and Foster Avenue

The northern stretch of the N11 between Belfield flyover and Foster Avenue is covered by the new paid parking system and in the meantime there are concerns that action should be taken against continued parking of advertising vehicles on this stretch of road.

This section of the old Stillorgan Road has been included in a proposed Pay and Display scheme which was recently presented at the December Dun Laoghaire Rathdown Council Budget meeting.

Traffic Section have over recent months made contact with vehicle owners under Section 71 of the Roads Act 1993 and advised owners that they were in breach of the Roads Act. An Gárda Siochana Traffic Corps issued notices in relation to the non display of tax and insurance. Through the action taken by the Council and An Gárda Siochana, the occurrence of vehicles displaying advertising in the area in question has significantly reduced. The Traffic Section are monitoring the road section on an ongoing basis and will be taking follow up action against any vehicles displaying advertising. Any vehicles noted as reoffending since our initial action will be dealt with by letter issued by Traffic Section in consultation with the Legal Services Department.

More than €4m made available for smarter travel projects in Dun Laoghaire/Rathdown – Mitchell O’Connor

Funds will significantly improve the lives of pedestrians, motorists and cyclists

Fine Gael Dun Laoghaire Deputy, Mary Mitchell O’Connor, has welcomed the announcement of more than €4 million for smarter travel projects in Dun Laoghaire and Rathdown, which is being made available by the National Transport Authority to improve pedestrian access and encourage greater use of bikes and public transport.

“A wide range of projects are being planned for construction or design this year, thanks to the provision of €4,265,000 for Dun Laoghaire/Rathdown County Council. The projects are aimed at making travel around the constituency safer for local people as well as putting the infrastructure in place to encourage people to ditch the car in favour of walking or cycling as their primary mode of transport.

“Dublin is such a great city to cycle around and the improvements that are planned for cyclists that use the N11 corridor, those attending UCD, cyclists in Stillorgan, Monkstown, Belfield, Blackrock, Windy Arbour and beyond will not only make it easier for cyclists to get around, it will also make it safer.

“A number of studies are also to be commission aimed at identifying improvements to transport networks for pedestrians, cyclists, public and private transport in a bid to determine how best to improve the environment and traffic concerns. All of this is taking place despite our budgetary constraints with the focus on enhancing the lives and the safety of all people in Dun Laoghaire and Rathdown.

“Footpaths and carriageways will be reconstructed along Braemor Road, which includes the provision of new cycle track and an improved interchange between bus and rail is to be designed for Dun Laoghaire which will encourage the use of local transport and help save commuters time.A new access route to Sandyford from the M50 will go to design stage and a feasibility study will be carried out into the provision of a public bike hire scheme for Dun Laoghaire.

“These new developments will go a long way to improving access for people irrespective of whatever mode of transport they opt for. But most importantly it will make cycling and walking more appealing, having knock-on benefits for the mind, body and soul of those who avail of it.”
